Annual Plan
An Annual Plan is a detailed framework of development activities and projects that a government or institution intends to implement during a financial year (April 1 to March 31)
The main structure of the annual plans of local self-government institutions (Panchayats and Municipalities) in Kerala is as follows:
**1. Main Objectives**
- Ensure local economic development.
- Implement social justice and welfare measures.
- Develop basic infrastructure (roads, drinking water, etc.).
**2. Stages of Plan Preparation**
- **Gram Sabhas:** Collect needs and demands directly from the public.
- **Working Groups:** Experts from various sectors prepare project proposals.
- **Administrative Committee Approval:** The Panchayat/Municipality governing committee approves the plan.
- **DPC Approval:** The District Planning Committee (DPC) grants final approval.
**3. Major Sectors**
- **Production Sector:** Agriculture, animal husbandry, and small-scale industries.
- **Service Sector:** Education, health, housing, and drinking water.
- **Infrastructure Sector:** Roads, bridges, and public buildings.
**4. Sources of Funds**
- Development Fund
- Own Fund
- Maintenance Fund
- Central and State Government allocations/share of funds.
